C.J. Duvall has served in various capacities in the technology industry with primary responsibilities in human capital management. Duvall’s first exposure into the field of technology came as a result of conducting research by writing Fortran programs working under quantitative Psychologist, Oliver CS Tzeng while securing a Master’s in Industrial Psychology from the Purdue School of Science. In 1984, the partnership with Tzeng led Duvall to his first job as a facilitator between lay and technical teams introducing quality circle practices in the manufacturing environment to solve problems in the plant.

During this period Duvall served as a management consultant with Integrated Control Systems designing productivity systems for companies such as Matsushita Industrial Canada and Red Devil in Vauxhall, New Jersey. Duvall was the quasi-trainer communicating productivity design to front-line managers on behalf of teams of design engineers.

In January of 1986, Duvall joined the human resources organization of Systematics, Inc. where he supported wage and salary administration and technical recruiting for the growing software services business. Mr. Duvall helped recruit and build acquisition teams for new data centers located across the expanding footprint of business for Systematics, Inc. which included locations in California, Texas, Indiana, Michigan, Tennessee, Illinois and Arkansas.

In 1994, Duvall assisted the Global Division of Alltel Information Services (AIS) with expatriate, local national and local assignee placement. During his stint with AIS, Duvall helped new business efforts in Leeds England, Glasgow Scotland and in the Philippines where Systematics Technology Services, Inc. of Makati was founded.

In 1997 Duvall joined Saratoga Financial Systems as a development manager in Latham, New York where he managed programmer staff forecasting, recruiting and people development for a firm that specialized in the installation and customization of Systematics software solutions for banks and financial institutions. He also directed the recruitment of programmers in Singapore, Manila and other parts of Asia in support of addressing professional services for Y2K conversions.

By 1999 Duvall returned to Alltel serving in various corporate human resources positions ultimately rising to the Executive Vice President of the human capital practices for the Fortune 250 Alltel Wireless in 2006. His activities in team building continue as a consultant to private industry and to colleges with a goal to mine talent.

Duvall is a founding member of the Little Rock Technology Park Authority in Little Rock, Arkansas. He is married to Karen Duvall and has two daughters, Alisha Duvall and Alana Duvall.
